Re: NEC FUTURE – Branford-Guilford

Dear Federal Railroad Administration and NEC Project Team,

On behalf of the Branford Historical Society, we submit our support of the statements made by CT Trust
for Historical Preservation [attached] and the National Trust for Historic Preservation [attached] regarding
the Tier 1 Final EIS for NEC Future as it relates to the Connecticut Shoreline, adding further the BranfordGuilford

Our concern is that not enough sufficient evaluation of potential adverse impact to historic resources
of the Branford-Guilford segments have been conducted, to inform the decision-making process, and
to provide public involvement, as required under Section 4(f) of the DOT Act of 1966.

We ask that the FRA hold timely public meeting in Branford or Guilford to sufficiently involve and inform
the public in the NEC Future planning process. We ask that the FRA provide additional and sufficient
information and maps to justify the selection of the Branford-Guilford expansion as part of the Record of
Decision. We ask that the FRA explain how this plan incorporates “all possible planning to minimize
harm.” We ask that the FRA undertake the necessary studies to comply with provisions of Section 4(f),
and NEPA, prior to including this project in a Tier 1 Record of Decision. We ask that the FRA consider
the feasible and prudent avoidance of the adverse impact to what is adjacent to the Branford-Guilford
segments, namely the significant natural and historic resources, sensitive wetlands, Route 146 on the
National Register Historic District, historic railroad structures, and historic homes.

We support the efforts by the Connecticut Trust for Historic Preservation and the National Trust for
Historic Preservation on our behalf to engage and inform these concerns. We stand with them and we
respectfully oppose the proposed addition of track on the Branford-Guilford segment.
